Fowler Creek Park Community Update

Dear Neighbors,

Seven months have passed since the San Jose City Council approved the Master Plan for Fowler Creek Park.  We have been in contact with the city to obtain updates on the budget approval process for Phase One of the building of the Park.  Unfortunately, the near-term future looks bleak for our park, and we need your help.

While the Phase 1 construction funds are secure, the initial planning review has raised concerns about the on-going costs of maintaining Phase 1 of the park once it is built.  The funding for on-going maintenance is derived from the city's general fund.  One of the budget balancing principles that has been proposed by the City Manager's Office is to "recommend deferral of capital improvement projects that create negative impacts on the General Fund".  This will be the fourth consecutive year that the City will be operating in the red, and a $70-85 million budget deficit is projected for the next fiscal year, which starts July 1st.   (Information about the 2004-2005 City Budget is available here:  http://www.ci.san-jose.ca.us/budget/.)   With news of pending service reductions throughout the city, the news that construction of Phase 1 of Fowler Creek Park may be delayed comes as no surprise to us.

Councilmember Cortese has suggested alternatives to get the construction underway even if it means that the construction may be limited to only the very low maintenance items in Phase 1.  With the budgeting process for the next fiscal year underway, we would like to see that some construction of Phase 1 of Fowler Creek Park is included in the city's capital improvement plans.

We need to hear your voice about our park.  Please write to Councilmember Cortese at dave.cortese@sanjoseca.gov to voice and provide him with your support.   Please also forward this note to your neighbors and ask them to sign up on our web site.  We've come so far with this project, and we need to keep taking the necessary steps towards realizing our dream for a much needed and long overdue park in our community.  Thanks for your help.
