Master Planning Process (2002-2003)

1st General Community Meeting, May 8, 2002  This meeting held at Chaboya Middle School was held to introduce the community residents to the Fowler Creek Park development project and to give residents to ask questions and comment about the project.  The City also presented the Master Plan for Fowler Creek Park that was developed in 1988, long before many of the current residents in the community had moved into the area.

2nd General Community Meeting, June 26, 2002  This meeting, also held at Chaboya Middle School, was held to present several preliminary conceptual park designs to give residents a feel for what amenities could fit within the park site and to provide more information about the budget and master planning process.

Community Focus Group Work Session, September 7, 2002  Councilmember Cortese and Project Manager Todd Capurso hosted an intensive 3-hour Saturday working session at the Evergreen Community Center (photos).   Approx. 120 people who signed-up in the 2nd Community Meeting formed small focus groups that were led by PRNS employees through a carefully scripted brainstorming session about park values, features, and amenities.  At the end of the session, each focus group presented their unique park layouts, designs, and thoughts to the other groups.

3rd General Community Meeting, November 6, 2002  The purpose of this community meeting, held at Evergreen Elementary School, was to present three master plan park design "alternatives" for community reaction and feedback.  This meeting was attended by approximately 80 residents.  The City presented a Work Session Summary of the plan elements that each focus group had shown in their park designs from the September work sessions.  Based on the work session results, the City worked with the park architects to develop three Conceptual Park Master Plan Alternatives.  They presented Alternative A (medium level of development), Alternative B (a more developed/active plan), and Alternative C, (a less developed/passive plan).  The meeting was opened to public discussion and Alternative A was most favored among the group.

4th General Community Meeting, March 12, 2003  Invitations were mailed on March 4th by Councilmember Cortese's office for this upcoming meeting at Matsumoto Elementary School.  Excerpt from the meeting notice:  "Your presence is requested at the final planning meeting for the development of Fowler Creek Park.  Come see the latest conceptual design!  Speak up on which amenities to build first."  Meeting Update:  CLICK HERE to view the City of San Jose Master Plan for Fowler Creek Park presentation to the residents.

Conceptual Park Master Plan Alternatives (Nov 2002)  This City document, presented at the 3rd Community Meeting, describes the various amenities designed into the 3 Master Plan Alternatives:  Alternative A (medium level of development), Alternative B (more developed/active plan), and Alternative C (less developed/passive plan).

Master Plan Input from Friends (Dec 2002)   Shortly after the 3rd general public meeting on 11/6/02, Friends requested a meeting with Todd Capurso, Project Manager, to provide input about additional design elements based on "Alternative A", the most preferred layout shown at the City meeting.  This document shows the additional design elements proposed by Friends.   Please note that this is a large 1MB PDF download.
